"For me, it's safe. That determination needs to be made before the installation of a new station module, scheduled for Monday, because the module would be in the way should closer inspection of the wing be needed, NASA officials said.Should astronauts need to inspect the wing, the module installation would be pushed to Tuesday, NASA officials said.NASA also said Sunday that debris seen about 26 seconds into Friday's launch did not hit Endeavour, and that the debris wasn't one of the shuttle's thermal blankets as mission managers initially feared."We've determined that all of our thermal protection system blankets are intact in that area, so we're continuing to look at what that debris source might have been. "It was just chaos." "People were talking, rumoring about the fact that terrorists were in the hotel, so there was a search by room-to-room, so I think the activity was happening in the hotel and the front of the hotel."New York-based filmmaker Smriti Mundhra and her parents were staying in an apartment near the Oberoi. So we watched the news and realized essentially there's a terrorist attack happening just outside our door.""We've been indoors since we've been hearing things from out of the window -- bombs and police sirens and all kinds of chaos," Mundhra continued. "I've been watching in on TV and it's very hard to connect the two, that all of that is happening right outside our doors."We haven't really been in touch with our neighbors, we've just been locked down in to our apartment."We were told to stay indoors, not leave our houses, stay away from windows. Rio Tinto allays fears after takeover bid collapses.SYDNEY, Australia (AP) -- Mining giant Rio Tinto on Wednesday sought to allay concerns about its debt levels a day after bigger rival BHP Billiton abandoned a takeover bid for that reason, sending Rio's share price plummeting.Rio Tinto chairman Paul Skinner said the company's management had no doubt it could meet its debt commitments -- most as a result of the buyout of Canada's Alcan last year -- despite the turmoil on global financial markets."We are comfortable ... with our financial position, we are confident that our debt position is manageable," Skinner said in Sydney. "We have $9 billion of debt which is due for repayment in October 2009, we don't see any need to issue equity to meet that. In fact, we currently have available unused credit facilities of almost $7 billion."Investors dumped Rio Tinto's stock anyway, sending the price on the Australian Securities Exchange tumbling 35 percent on Wednesday to AU$42.01.The fall was prompted by Tuesday's decision by BHP Billiton to walk away from its $68 billion hostile bid to takeover Rio Tinto and create a global mining behemoth, citing Rio Tinto's debt as a major risk.BHP Billiton, the world's biggest mining company, also cited plummeting commodity prices, disarray in financial markets and the difficulty of selling of Rio Tinto's assets under the current conditions. BHP Billiton shares surged almost 8 percent on Wednesday before falling back to finish about 4 percent higher at AU$27.25.The scuttling of the bid is likely to please some customers of both companies, especially Chinese steelmakers who had opposed the two companies becoming combined on the grounds that the size of the combined company might give it unfair influence over prices."I have no comment on this news, though it does sound like good news," said Meng Haibiao, spokesman for China's biggest steel producer, Baosteel Group.Chief Executive Marius Kloppers declined to comment on whether BHP Billiton would make another tilt at Rio Tinto when conditions improved, but said the company would be on the lookout for other targets."There will no doubt be some players in this industry that won't come out of this unscathed and we would have to continue to look at those opportunities," he said.The Melbourne-based company was offering 3.4 BHP shares for every share of Rio Tinto in a deal that was valued in February at about $147 billion -- one of the world's biggest takeover offers. But the stock prices of the two companies have plummeted since then along with global markets, and the bid's value shrank to around $68 billion.London-based Rio Tinto consistently opposed BHP Billiton's bid, saying it undervalued the company.Skinner said Wednesday that the company would remain focused on its business following BHP's Billiton's withdrawal."We didn't start this process, we didn't end this process, I can't predict what they may or may not do," Skinner said. "The priority for Rio Tinto right now is to close a chapter and get on with our lives and just continue our pursuit of shareholder value."Rio Tinto has about $40 billion of debt associated with its purchase of aluminum producer Alcan, which Skinner conceded was now dragging on the company. BHP Billiton has $6.3 billion in debt."We always look for opportunities to buy and we are, I would admit, somewhat constrained in our ability to do so because of the debt we are carrying with Alcan Inc.," he said. "But that's not a debt we regret."BHP Billiton said the European Commission was unlikely to grant antitrust approval to the Rio Tinto takeover unless some Rio Tinto assets were sold, but that the current market conditions made that untenable and BHP would not agree to such conditions.Even if the European Commission, which was due to decide on the deal by Dec. 1, approves it without sell-off conditions, BHP Billiton's board would still recommend that shareholders reject the bid.BHP said it would write off AU$450 million ($285 million) in costs connected to the bid.

Cease-fire holding in Congo, U.N. official says.. -- A fragile cease-fire between government troops and rebels threatening the Democratic Republic of Congo city of Goma is holding but the situation remains tense, U.N. officials said Monday evening."The city itself is calm," said Alan Doss, a special representative in the country for U.N. secretary general Ban Ki-moon. "There are a lot of people on the streets now. People are going about their business."Alain LeRoy, the under-secretary general for peacekeeping operations, said the situation in the besieged city has improved."The level of looting and violence in Goma is much lower than it was just a few days ago," LeRoy said in a news conference with Doss from Africa.Earlier Monday, another U.N. official said the situation remained tense nonetheless, as rebels have surrounded the city."The forces on the ground are still very close to each other," Sylvie van den Wildenberg, the United Nations mission spokeswoman in Goma, said Monday.A curfew remained in effect in Goma from 11 p.m. to 5 a.m. local time Monday, three days after an offensive by the rebels, van den Wildenberg told CNN by telephone.The latest fighting started on October 24 when Congolese rebels led by renegade Tutsi General Laurent Nkunda launched an attack in the eastern province of North Kivu."We want security. We want to have a national army and a strong army who can secure [its] people. ... We want to have a stable economy," Nkunda said in a recent interview with CNN affiliate Channel 4 in London. "If I can get it by talks, it can be a good way. But if not, we are ready to give our blood."Nkunda is the leader of the National Congress for the Defense of the People. His forces declared a cease-fire late Wednesday after four days of fighting.In New York, the U.N. secretary general said he appointed Olusegun Obasanjo, the former president of Nigeria, as his special envoy to the area."There can be no military solution to the crisis in eastern Congo," Ban said. "Our efforts must focus on political negotiations."Ban also said Joseph Kabila, president of the Democratic Republic of Congo, and Rwandan President Paul Kagame had "expressed willingness" to meet with him, possibly this weekend or early next week. Ban said he is willing to travel to Africa if necessary.Congo has accused Rwanda of interfering on the side of the rebels. Rwanda has denied the allegations.The secretary-general said that a regional summit is being organized by the African Union as well, to be held in Nairobi, Kenya, or elsewhere later this month.A 12-vehicle U.N. convoy carrying emergency medical supplies and water, escorted by U.N. peacekeepers, left Goma and arrived Monday in rebel-held Rutshuru.It was the first time humanitarian aid had been delivered in rebel-held territory since fighting started in August.Thousands of residents who fled the rebels and are housed in a refugee center in Goma have not eaten for five days, and food is not expected for another day or two, said ITN Africa correspondent Martin Geissler.Thousands of other displaced residents have left Goma and headed back to their villages in rebel-controlled areas despite reports of widespread raping and looting. "They are starving, so many of them, and thousands are taking to the road home."Up to 100,000 people, around 60 percent of whom are children, fled their homes last week, a U.N. agency said Monday. South America says no to protectionism.BRASILIA, Brazil (AP) -- Top South American officials holding an emergency meeting to discuss the world economic crisis decided Monday that protectionist policies adopted throughout the region in past decades would be a serious mistake.Foreign and finance ministers from Mercosur economic bloc nations also said they would try to forge a coordinated macroeconomic response to buffer South America from the crisis, which has battered the region's stocks and currencies as investors flee emerging markets.Officials agreed that protectionist economic policies frequently adopted by individual South American nations in decades past would hurt more than they would help, Chilean Foreign Minister Alejandro Foxley said."The worst thing that could happen would be to use this crisis as an excuse to return to the policies we had in the 1960s, to build an old-style protectionism that generates barriers in our economies and only accentuates the crisis," he told reporters.Brazilian Foreign Minister Celso Amorim also said protectionism "cannot be the response to the problem of the crisis," adding that South America will weather the global economic storm best by pushing hard to integrate the regions' economies.Among examples cited was a recent move by Argentina and Brazil to let trade transactions between the two nations be conducted in pesos and reals, instead of requiring dollars."There's a consensus that integration will help to mitigate the effects of the international crisis," Amorim told reporters after the ministers met.South America is being hit hard by the crisis because so many economies in the region depend on exports of commodities like soy, minerals and oil.International demand for those products has dropped sharply, prompting steep declines in shares of big South American companies and massive sales of dollar reserves by central banks to try to prop up declining local currencies.Ministers discussed the decline in prices of commodities and exports, but did not come up with any immediate solutions on how to ease the difficulties that producers are experiencing in finding buyers and credit to finance their operations.Attending the meeting were foreign and finance ministers and central bank presidents from Argentina, Brazil, Chile, Uruguay and Venezuela. Lower-level officials participated from Bolivia, Colombia, Guyana, Paraguay, Peru and Suriname.Venezuelan Finance Minister Ali Rodriguez said the United Nations should investigate the causes of the world financial crisis and impose penalties on those responsible.Referring to the U.S.-rooted mortgage securities meltdown that sparked the crisis, Rodriguez insisted the U.N. should "propose severe punishment against the great swindlers who stole billions of dollars from investors who trusted the banking and financial system. This is literally a crime against humanity."Chile's Foxley said South American nations must "act quickly, not only to avoid the crisis over liquidity but in order to avoid the negative social impacts that will come from this."If no action is taken, he said the region's growth will be crimped and unemployment will rise."The region's countries have advanced tremendously in order to reduce poverty. We cannot be passive or this crisis will set us back," he said.
